Where can I find the HOA Rules and Regulations?
As a Bay Breeze Point (BBP) property owner, you are automatically a member of the Bay Breeze Point Homeowners’ Association and legally bound by its Governing Documents. These rules were established during the community’s development to protect property values, preserve neighborhood aesthetics, and enhance quality of life
for all residents. A copy of these documents can be found on the BBP neighborhood website.
The HOA, through the Board of Directors, has the legal authority to enforce all
governing documents. The Board strives to do so equitably and consistently. While they prefer not to take action against residents who are unaware of the restrictions, they are
obligated to uphold the rules. Familiarizing yourself with the Declaration of Restrictions and other governing documents will help you avoid unintentional violations. Please take time to review these important materials.
How do I contact the HOA?
Should a resident have a concern or question for the HOA Board they should first
contact the Association Manager at the Property Shoppe.

When are HOA Meetings?
The Board of Directors meets monthly, and meeting notices are posted on the website
where you’ll also find the meeting schedule, agendas, and minutes. Meetings are held at 9520 20th Bay Street, at the East Ocean View Community Center, beginning at 6:00 PM. Each meeting begins with an open forum where homeowners may raise concerns or ask questions about HOA guidelines. Once the forum closes, the Board transitions into its formal meeting, during which attendees may observe but not participate.
The Annual Members Meeting is held every October. During this meeting, the Board of Directors is elected and the proposed budget for the upcoming year is discussed.
Where can I find the BBP community directory?
The BBP homeowner community directory can be found under the members tab of the
BBP neighborhood website. Access to the Members Tab requires a username and password.
How does the HOA communicate with residents and homeowners?
Most communications from the Association Manager and HOA Board are sent by email
or, occasionally, text message. These messages include security alerts, annual meeting and assessment notices, and other important information.
Other information can be found on the BBP neighborhood website which provides governing documents, a resident directory, meeting minutes, and other useful
resources. Some of this information is listed only under the Members tab. To ensure you receive these communications, please keep your email and phone number updated with the Property Shoppe.
Is there a Facebook page for the neighborhood?
Yes. The Bay Breeze Point Neighborhood Social Page is a private Facebook page. It is a “Social” page only and exclusive for members of the Bay Breeze community. HOA business is NOT conducted on this page. The HOA does not publish any official correspondence on this platform since membership is voluntary.
What if I want to make a change to the exterior of my property?
If you plan to make exterior changes to your home, you must submit a complete Architectural Review Application. Approval of the application must be obtained from the ARB and HOA Board before beginning any work. The review process may take up to 30 days, so please plan your project accordingly. The Application can be found on both the BBP neighborhood website and Homeowner Portal.
How is street parking regulated?
Street parking is governed by City regulations. Please observe the posted signs, especially near public beach access point. Note that it is illegal to block sidewalks with cars parked in your driveway. Also, please respect your neighbors and do not block mailboxes access.
During the summer months there are many non-resident visitors that use our public beach. If a visitor’s vehicle blocks your driveway or mailbox, report it to the City of Norfolk Police. If the situation requires immediate assistance, call 911. Calls made to the Police non-emergency number are often not answered promptly or placed on hold.757-441-5610
What about neighborhood Beach Access?
There is one public beach access point in BBP, located at the northern end of Bay Point Drive. Beach rules and regulations are listed on a sign at the entrance and enforced by the City of Norfolk law enforcement.
When is trash collected?
Trash is collected every Wednesday in the green bins. The blue recycling bins, every other Wednesday.
Per City of Norfolk and BBP regulations:

- Trash bins, lawn debris, and bulk items are not to be placed on the street before 5:00 PM on Tuesday.
- Trash bins must be removed from the curb by 11:30 PM on Wednesday.
Prompt removal helps prevent driving hazards and violations. The HOA enforces this rule with a zero-tolerance policy. Please comply to avoid a Due Process Hearing and potential administrative fees or fines.
What are the residents’ responsibilities for Lawn Maintenance?
We take pride in our neighborhood’s well-kept appearance—it’s part of what makes Bay Breeze Point special. All property owners are responsible for maintaining their lawns in accordance with the HOA’s governing documents and landscaping guidelines.
Proper lawn care in Bay Breeze Point is defined as:
- Mowing before turf reaches a height of six inches.
- Edging sidewalks, driveways, and curbs
- Trimming around all structures. sheds, fences, etc.
- Trimming or pruning shrubs and trees
- Controlling lawn and landscaping weeds, including sidewalks, driveways, and curbs
- Removing all lawn care trimmings and debris from public properties (this includes city streets and sidewalks). accumulated leaves or clippings will smother and can eventually kill lawn grass.
When are the Annual Assessments Due?
Assessments are collected annually and are due on January 1. Notices will be emailed to you from The Property Shoppe approximately 21 days in advance. The current assessment is $160 per year.
Payments can be made using the Property Shoppe Homeowner Portal. A $20 late fee will be charged if payment is not received by January 31. If unpaid by April 1, the HOA will initiate legal collection procedures.
