Security and Community Alert

Auto related crimes continue to be a problem for our area, e.g., within the last week one of our neighbors experienced a vehicle break-in — in this case our neighbor was lucky, the thief only took an iPod.

We need everyone to keep their eyes and ears open and if questionable actions are observed notify the Police at 9-1-1 or 441-5610 and let them sort out the situation.

Please review prior website security postings on December 31, 2010 and August 29, 2010.

Lastly, we are still seeking volunteers to serve on our neighborhood watch committee. Please notify any current BOD member if you are interested in helping out our community in this critical area.

City of Norfolk FY 2012 Community Outreach Program

The City of Norfolk values the priorities and comments of its residents as a foundation for budget discussions. As such, the City is committed to an open government that seeks input and has established a Community Outreach Program to enhance its FY 2012 Budget Process. To achieve its outreach goal, the City is providing multiple forums for Employees and the Community to address the budget including: three employee budget forums; four community outreach meetings; a budget advisory committee; and a series of City Council budget work sessions. At these forums, participants will be informed about: current Norfolk priorities; budget principles; regional economy; budget overviews; FY 2012 budget gap; and potential avenues to resolve the budget gap.

The City of Norfolk is reaching out to all residents seeking their inputs and suggestions to the budget process. In that regards, any and all Bay Breeze Point residents are invited to attend one of the community outreach meetings. Locations and dates of planned meetings follow:

  • February 22 6 PM Granby High School
  • February 23 6 PM Pretlow Library (Ocean View)
  • March 2 6PM Campostella Elementary
  • March 10 6PM Maury High School

City Ordinance Change: Dogs on the Beach

Subject: Dogs on the Beach City Ordinance

Discussion: After numerous requests and due diligence, the City of Norfolk has amended its Ordinance addressing dog usage of public beaches. More specifically, Norfolk has reduced both the hours per day and days per year restrictions.

Norfolk’s old ordinance stated: No dogs or domestic animals allowed on the beaches from 9 a.m. to 7 p.m. from April 15 to September 30. It is unlawful for owners to permit animals to defecate on public property without removal and disposal of feces in a proper manner. During allowable times, dogs and other animals must be on a leash.

Norfolk’s amended ordinance states: No dogs or domestic animals allowed on the beaches from 10 a.m. to 6 p.m. from Memorial Day to Labor Day. It is unlawful for owners to permit animals to defecate on public property without removal and disposal of feces in a proper manner. During allowable times, dogs and other animals must be on a leash.

Note: The amended ordinance only changes the hours per day and days per year restrictions not removal of feces and leash usage requirements.

Safety Alert

Subject: Use of 30th Bay St between Pleasant Ave and Pretty Lake Ave

Background: Some Bay Breeze Point (BBP) residents are using 30th Bay St as their main thoroughfare to exit and enter our community. The users of 30th Bay St should already be aware of the size (reduced width) of this street as well as the street’s close proximity to private homes located along 30th Bay St. In addition, some BBP residents might be using 30th Bay St due to the fact that it has minimal traffic signs currently installed. East Beach HOA members have noticed numerous vehicles speeding on 30th Bay St and as a result the East Beach HOA is actively seeking avenues to curtail these unsafe vehicles operations (speeding).

Discussion: East Beach HOA has approached the City of Norfolk and requested that immediate actions be taken to control the use of 30th Bay St between Pleasant Ave and Pretty Lake Ave. Several proposals follow:

  • Close off 30th Bay St between Pleasant Ave and Pretty Lake Ave except to East Beach homes bordering this section of road.
  • Restrict traffic flow on 30th Bay St between Pleasant Ave and Pretty Lake Ave to “one-way” only (FYI: Currently, 30th Bay St between Pleasant Ave and Pretty Lake Ave can only support single lane traffic, i.e., if two vehicles meet on the road, one or both have to drive off the edge of the road to ensure safe passage. This section of 30th Bay St cannot be widened to support normal two-way traffic.)
  • Re-install stop signs at several points on 30th Bay St.

The final solution to the 30th Bay situation may include adopting a combination of actions, e.g., re-installing stop signs and restricting 30th Bay traffic to “one-way” only.

Bottom Line: East Beach HOA will work out some solution to this safety issue with the City. The City has requested that East Beach work with both Bay Breeze Point and Bay Point in developing a way ahead. In the interim and the future, it’s in BBP’s best interest to remain good neighbors and drive through East Beach as we would like others to drive through BBP. If you use 30th Bay St, please keep your speed under control and watch out for kids and residents.
