Safety Alert Follow-Up

Norfolk officials hosted a meeting with some residents of 29th Bay St and several Bay Breeze Point members including several Board members.
At that meeting, City officials discussed speeding on both 29th Bay and 30th Bay and presented data and recommendations to address the safety concern.

Subject: Use of 30th Bay St between Pleasant Ave and Pretty Lake Ave

Background: Please go to the January 27, 2011 Safety Alert that was posted on this website and review it. As a follow-on to previous actions, some East Beach residents have taken the next step and presented a petition signed by 29th Bay St residents requesting City of Norfolk help in calming “unsafe” vehicle operations on both 29th Bay St and 30th Bay St. The City gathered some data and developed recommendations based on that data, then presented the results to those East Beach residents. In addition, some of our residents and BOD members were invited to attend this meeting.

Discussion: The City’s presentation highlighted prior calming actions which included adding two stop signs on 29th Bay between Pleasant Ave and Pretty Lake Ave. Due to perceived continued speeding on both 29th Bay and 30th Bay (this speeding cannot be validated by Police reporting given no speeding traffic violations have been issued for operations on either 29th Bay or 30th Bay over the last few years) , the City installed traffic equipment to check both speed and traffic count. This traffic check produced the following results: 29th Bay averaged 246 vehicles per day with a median speed of 15MPH and a 85% speed of 22MPH (FYI: For 29th Bay, median speed means 50% of the speeds were at or below 15MPH and 50% were above 15MPH, while 85% speed means 85% of vehicle speeds were at or below 22MPH and 15% were above 22MPH.) 30th Bay, on the other hand had an average of 346 vehicles per day with a median speed of 22MPH and a 85% speed of 29MPH. The City used these results to generate their recommendations, which included: no action for 29th Bay except to leave the extra stop signs in place; while for 30th Bay, they recommended adding four (4) permanent speed humps between Pleasant Ave and Pretty Lake Ave.

Bottom Line: East Beach does have traffic safety concerns primarily with 30th Bay in that the Street is only 14 feet wide and it does not meet the width requirement for two-way traffic because it was constructed as an “Alley” not a named two-way street. The addition of speed bumps may not resolve the issue, 30th Bay may need to be converted to a one-way street and/or the speed limit lower to 15MPH.

Proposed Apartment Complex on Pretty Lake Avenue

Information on the proposed Phase 2 apartment complex on Pretty Lake Avenue
is attached (East Beach Marina Apartments).
This information was provided by the apartment developer and responds to concerns raised by some East Beach residents.
When reviewing the information, please remember that it relates to the proposed Phase 2 apartment complex that would reside in the area of the existing Blue Crab Restaurant.
The proposed Phase 1 apartment complex to be constructed south of Pretty lake Avenue and across Pretty Lake Avenue from the intersections of 30th Bay and 29th Bay is almost ready to begin construction within the next few months — it has been in the planning phase since 2006 with building plans developed in 2009.

Home Construction Noise

As you have probably noticed, home construction is picking up in our area, e.g., Bay Breeze Point should have two homes under construction soon and East Beach continues to build homes along 30th Bay.
And, as everyone knows first-hand, home construction creates unwanted noise.
An unofficial source has indicated that such noise generation is covered in Norfolk Code which allows noise creating work in residential areas between 7AM and 10PM, 7 days a week (this Norfolk Construction Noise Code information is being verified with Norfolk officials — if this Code check provides different restrictions, the updated information will be posted on this website).
Both Bay Breeze Point and East Beach limit noise creating work by imposing construction hour limits on the builders and subcontractors — Bay Breeze Point limits construction to 7AM to 5PM, Monday through Friday; while East Beach limits construction as follows: no work before 7AM Monday through Friday, and on Saturday, no work before 9AM, and on Sunday, no work that is audible beyond the property line.
However, it should be noted that there may be exceptions to the above Bay Breeze Point and East Beach construction hours, and when they are, notice will be posted, e.g., currently East Beach has a home under construction at the intersection of 30th Bay and Coventry Lane that has recently been identified as the 2011 Coastal Living Ultimate Beach House and this home must be completed by July 2011.
In order to meet the July 2011 deadline, East Beach has authorized the contractor to work 7 days a week.
If you experience excessive construction noise outside of the hours above, you can contact a member of HOA board member and they will address the issue for you.

FYI: Loud music being played by construction workers is not a requirement for construction and any such music should not be heard outside the boundaries of the construction site.

Update of the March 24th Mayor’s Ocean View Task Force (MOVTF) Meeting

INFORMATION CONTAINED WITHIN THE SUMMARY OF THE MARCH 24TH MAYOR’S OCEAN VIEW TASK FORCE MEETING IS UPDATED AS FOLLOWS:

New Apartment Complexes in East Ocean View: Two new apartment complexes are on the books for East Ocean View — both on Pretty Lake Avenue. The first complex, scheduled to begin soon, will be on the land that’s located south of Pretty Lake Ave and between the entrance to Bay Point and the boat dry storage facility — right across Pretty Lake Ave from 29th Bay St and will consist of 136 apartment units. The second complex will be across the street from the East Beach Villas and include the area of the Blue Crab and will consist of 231 apartment units. These two complexes will definitely impact travel on Pretty Lake Avenue.

Note: Updates on location and projected number of units within these two complexes were provided to the East Beach Community during a very short notice meeting on Monday evening, March 28th.
